The city of Takoma Park is located NE of Washington, D.C. Its 17,000 residents elect a mayor and six council members representing the city's six wards. The elected officials approve the annual budget and make other fiscal decisions of consequence -- making major renovations to the municipal building, for example, or building a new Public Works facility.

The city is run on a day-to-day basis by the City Manager and her staff. Barbara Burns Matthews has been the city manager of Takoma Park since 2004, when she succeeded Rick Finn, whose salary and benefits upon being sacked were roundly criticized by some residents, leading to the formation of a group,
Sustainable Takoma, that attempted to shed some light on city finances.
